Hmoud served as deputy prime minister in 1999 and 2000, as well as minister of agriculture, interior, municipal and rural affairs and environment. The late former minister was also a member of the Lower House in 1984-1993 and the Senate. Born in Salt in 1942, Hmoud held the position of Secretary-General of the Arab and Africa Parliamentary Forum on Population and Development (FPA) and Chairman of the Board of Directors of the Salt Reconstruction Foundation. Between 1969-1970, Hmoud occupied the position of mayor of Salt, and in 1978 he served as a member of the National Consultative Council. During his life, Hmoud was granted the Order of the Renaissance of the First Class.
