Lawmakers pass passports law, reject adding title and profession

Ammon News - AMMONNEWS — The Upper and Lower Houses of Parliament on Sunday endorsed the final version of the amended Passports and Civil Status Law, resolving a dispute over an article that stipulates adding the title and profession of the passport holder by voting against the article.

Both Houses of Parliament convened on Sunday in a joint session and deliberated on Article 11 of the draft law, failing to agree on the Lower House's proposal to include the title and profession of the passport holder on the document.

Head of the Senate's Legal Committee Senator Muhammad Bunduqji said that the International Civil Aviation Organization defined the information required to be included on the first page of passports, adding that the Passports and Civil Status Department may choose to add the title and profession of the passport holder on the back of the first page.

41 MPs voted in favor of the article, out of 164 lawmakers who attended the session, which was headed by Senate President Taher Masri.

The bill will be sent for ratification by King Abdullah II to be endorsed into law.

The dispute over Article 11 caused the Upper House to twice reject the Lower House's amendments to the draft legislation.

According to Article 92 of the Constitution, if, either House rejects any draft law twice and the other accepts it, “both the Senate and the Chamber shall hold a joint meeting under the chairmanship of the Speaker of the Senate to discuss the matters in dispute.

“Acceptance of the draft law shall be conditional upon the passing of a resolution by a two-thirds majority of the members of both Houses present. If the draft law is rejected as described above, it shall not be placed again before the House during the same session.”
