King opens first regular National Assembly session today

Ammon News - King Abdullah II will officially start the first regular session of the National Assembly today, Monday, which includes the House of Representatives and the Senate.

The King will give the Throne Speech at the National Assembly, starting the regular session's meetings.

Following the Throne Speech, the Senate will convene to elect members of the Speech Response Committee, while the House of Representatives will elect members of the Permanent Bureau in a session led by the most senior deputy.

The House of Representatives will have its initial session after deputies go to their chamber, and the most senior deputy will become the president, as stated in Article 3, Paragraph (a) of its internal rules. If multiple deputies have the same seniority, the one with the highest number of terms will become the president. In case of being identical in age, the older one will take on the role of president. The two youngest members present will help him. If one of them cannot fulfill their responsibility, they can be substituted by the chamber's next oldest member. Their task will be completed once a president is elected.

Article 14, paragraph (a) of the internal rules declares that the candidate with an absolute majority of votes is elected president if there are more than two candidates. Nonetheless, in case there are only two contenders, the victor will be the individual who secures a plurality. If the votes are tied, a draw will be conducted between the two parties.

The recent changes to the internal rules of the House of Representatives now mandate that a female representative must be part of the Permanent Bureau, as outlined in Article Seven, paragraph B.

Following that, a committee is chosen by the House of Representatives to create a reply to the Speech from the Throne, to be finalized by the House and presented to His Majesty the King within two weeks of the Speech being delivered.

The House is anticipated to choose members for 20 parliamentary committees next.

The present House of Representatives, elected according to the 2022 Election Law, allows party lists to fully participate in parliamentary elections for the first time by assigning 41 seats to parties out of a total of 138 seats.

The Royal Decree, dated September 30th, has been released to delay the National Assembly's scheduled meeting until November 18th, 2024. The Royal Decree was also announced in order to convene the National Assembly for their regular session, commencing on the 18th of this month.

It should be mentioned that the King invites the National Assembly to convene annually on October 1st, with the next day being considered if October 1st falls on a holiday.

The King has the authority to delay the National Assembly meeting to a date specified in a Royal Decree published in the Official Gazette, as long as the delay does not exceed two months. The National Assembly's usual session starts when the meeting is convened and lasts for 6 months, unless the King dissolves the House of Representatives sooner.

The King has the option to prolong the typical session for up to an additional 3 months in order to finish any necessary tasks. After six months, or any extension, the King will end the session.
