Ammon News - The Telecommunications Regulatory Commission (TRC) has recently issued new guidelines for regulating the sending of bulk messages. During a recent session, the TRC's Board of Commissioners approved these guidelines and made them available on the Authority's website, informing relevant stakeholders.

These new regulations replace the 2021 guidelines on bulk messaging and aim to govern how bulk messages are sent by all involved entities. Bulk messages are defined as any short text or similar type of message sent to the general public or a specific group of recipients.

TRC Chairman, Engineer Bassam Fadel Al-Sarhan, explained that the purpose of these guidelines is to align the definition of bulk messages with international regulatory changes in the telecommunications and IT sectors. He also highlighted the urgent need to license bulk messaging services and ensure that service providers receive the necessary licenses in line with best practices. The guidelines require bulk messaging services to operate within a clear regulatory framework, particularly concerning warning and awareness messages, as well as ensuring the smooth delivery of messages.

Al-Sarhan further noted that the issuance of these instructions is aimed at safeguarding the interests of telecommunications users. The messages are categorized into several types: warning messages (ALR), sent by government agencies to alert the public or specific groups; awareness messages (AWR), sent to inform the public; service messages (SRV), providing information about a contracted service with the user’s consent or request; and promotional messages (ADV), containing advertising or promotional content
