At this time, these means are no longer the only means of expressing an opinion, especially with the technical developments that our contemporary world has witnessed. This prompted the emergence of news websites, which have become treated as newspapers and publications in accordance with the Jordanian Press and Publication Law and many comparative laws, or digital platforms, and accounts of various social networking sites such as Facebook, Twitter, Snapchat, YouTube, and other news platforms, as well as an artificial intelligence system called "new media."

Where these digital pages broadcast news, information, and data quickly to attract the largest number of followers and fans, this can sometimes involve a violation of many legal texts, such as the use of some methods of defamation, whether by natural or legal persons, such as revealing their personal secrets, attacking their private personal information, defamation, slander, extortion, or broadcasting incorrect information and data under the pretext of "freedom of opinion and expression," which poses a threat to society and the application of the law in it.

So, the legal systems previously defined the constitutional and penal protection of the right to freedom of opinion and expression, as defined by international treaties and covenants, and this was reflected in many texts and various contemporary penal legal legislations and media legislations.

However, the developments that took place in the media, the digital environment, and the emergence of electronic platforms raised several problems regarding what legislation and legal texts are applicable, the limits of their application to journalists, media professionals, and digital activists, and the extent to which laws related to publications and publishing apply to all these means.

And what is the dividing line for criticizing people, especially those working in public work such as ministers, officials, parliamentarians, and other politicians who are already subject to the censorship of various traditional and modern media, which raised questions about the right of journalists and activists through social networking sites to obtain, publish, and broadcast information, according to their legal description of it?

Therefore, a moral revolution is necessary to protect people from offensive content. Thus, the function of the law is achieved, which is to organize the life of society and define the rights, duties, and responsibilities of individuals, institutions, and governments.

It is not possible for institutions and individuals in society to know their rights and duties towards their society or towards others without legal provisions that control these practices and contribute to achieving justice and equality among people, protecting the basic rights of individuals, and ensuring respect for laws, regulations, and systems, which is something that, if it does not exist in a society, will create more chaos.
