Outlining detailed candidacy regulations, IEC spokesman Hussein Bani Hani said applicants to a local constituency should submit their candidacy directly to the head of the constituency, but applications to the general (national) constituency should be presented to the IEC. He said a candidate cannot stand for both the local and general constituencies or register in more than one general list, adding that the IEC's Board of Commissioners will form a special committee tasked with scrutinizing applications and referring them to the board which would either accept or reject them.
