Zelensky says Ukraine will refuse to concede territory to Russia

09-12-2025 09:57 AM

Ammon News - Ukrainian President Volodymyr Zelensky reaffirmed that Ukraine is not willing to concede territory to Russia, as talks over a US-proposed peace plan continue without a clear end in sight.

“We definitely do not want to give anything up. That is what we are fighting for,” Zelensky said. “We have no legal right to do so under Ukrainian law, our Constitution, international law, or, to be honest, moral law.”

Russia has insisted on territorial concessions being part of a settlement to end its invasion of Ukraine. The initial plan proposed by US President Donald Trump outlined some of these concessions. Earlier on Monday, Trump accused Zelensky of not having read the latest version of the proposal.

Speaking while flying to Brussels for meetings with officials of NATO and the European Union after conferring with the leaders of Britain, France and Germany in London, Zelensky said the talks had made progress. Peace proposals were being finalized and would be sent to the US on Tuesday, he said.

“There is slight progress towards a possible end to the war… I think the plan will be ready tomorrow. In the evening, we will discuss it again and send it to the US,” Zelensky said.

The Ukrainian leader added that Trump’s initial 28-point peace plan, which was criticized as favoring Russia, had been slimmed down to a 20-point plan. “The anti-Ukrainian points were removed,” Zelensky said.
