The decree indicated that the dissolution of Parliament comes as a "correction of the political scene and its incompatibility, lack of cooperation, differences, conflicts, personal interests and the lack of tolerance." The decree noted that due to"practices and behaviours that threaten national unity, it is necessary to resort to the people as destiny, extension, survival and existence to reform the course in a way that would achieve its higher interests." Article 107 of the Kuwaiti constitution states: "The Emir may dissolve the National Assembly by a decree stating the reasons for the dissolution, provided that the Assembly may not be dissolved for the same reasons again."
