Illegal dumpers face fines up to JD1,000, jail terms for illicit waste disposal

Ammon News - Illegal dumpers who engage in illicit waste disposal in streets, public spaces and gardens, parks, religious and tourist sites, and public institutions could face a fine of up to JD1,000 and a prison term of up to a month.

A day after a nationwide clean-up campaign was launched, the Ministry of Environment announced on Wednesday that the Waste Management Framework Law No. 16 of 2020 is now in full force, introducing fines ranging from JD50 to JD1,000 and prison terms starting from a week and not exceeding a month.

The law stipulates the doubling of the punishment if the violation is repeated, the ministry said in a statement.

According to the law, a fine of no less than JD50 and no more than JD500 shall be imposed on any person who dumps waste, dirty water, liquid waste, worn-out machinery, wood, tree trimmings, weeds, dirt, silt, or construction waste in the streets and on the sidewalks or any other place, in a way that harms public health and harms others. The fine shall be doubled in the event of a repeat violation.

A fine of no less than JD50 and no more than JD500 shall be imposed on any person who dumps any waste or any other things in places other than those designated for them, or in public streets, parks, torrent streams, near dams, water sources, artesian wells, archaeological tourist areas, and public buildings, government departments and institutions, sports facilities, ports, airports or commercial centers. The fine shall be doubled in the event of a repeat violation.

The ministry indicated that any person who dumps any waste or other things in natural reserves and national parks shall be punished by imprisonment for a period of not less than a week and not exceeding a month, or a fine of not less than JD100 and not more than JD1,000 dinars, or both penalties.
