Parties, elections committees to meet post-consensus on both bills: Rifai

Chairperson of the Royal Committee to Modernise the Political System, Senator Samir Rifai, said that parties and elections committees will meet after the completion of consensus on the two bills of parties and elections, explaining that the two laws complement each other.

Rifai, who attended part of the subcommittee meetings on Sunday, added that parties' law defines partisan work, while the election law defines seats allocated to parties within the national party list.

In turn, Hamza Mansour, a member of the Parties Committee, said that the committee intensively continues its work and listens to various points of view by reviewing previous expertise with the aim of reaching a draft law that serves partisan work and achieves the contents of His Majesty's message to the chair and members of the Royal Committee.

Mansour told the Jordan News Agency (Petra), that the committee discussed several issues related to partisan work, including the increase in the number of founders, but it cannot be increased at once, as the matter needs to be slowed down so that it is done in stages, stressing that the Parties Committee is serious about its work with the aim of producing a draft law that would lead future parties to form or participate in the formation of governments, especially since His Majesty the King has always called for the existence of strong, programmatic parties.

Mansour indicated that there is hope to improve partisan work by passing a bill that meets the aspirations.

Ahmad Zoubi, a member of the Local Administration Committee, in turn, stressed the importance of the committee’s work and its quest to reach consensus recommendations that fit laws of local administration and municipalities, pointing out that the committee was briefed on all laws related to local administration since the thirties of the last century, including laws of municipalities and the Amman Municipality.

Zoubi indicated that the committee held extensive dialogues with various experts and specialists with the aim of reaching recommendations on laws related to local administration, noting that there are no specific laws that the committee is working on to formulate and approve, but merely recommendations that will be submitted to the Executive Council and then presented to the General Authority of the Royal Committee.

For his part, spokesperson for the Royal Committee to Modernise the Political System, Muhannad Mobaideen, said that the subcommittees continue their meetings and discuss the draft laws on their agenda.

Mobaideen told (Petra) that the sub-committees are conducting extensive discussions, and some decisions have been agreed upon within the committees of parties, elections, local administration, youth empowerment and women's empowerment, and their recommendations were presented in this regard.

Mobaideen pointed out that the Election Committee is continuing to examine the optimal picture and some applications of the expected election law, as is the case with the Parties Committee, which is currently continuing to discuss legislative frameworks for the establishment of parties in terms of the number of founders and members.

Mobaideen also indicated that agreement was reached on some points related to the draft election law before the Eid al-Adha holiday, and that the matter may need more discussion and consensus today.

Regarding the constitutional amendments committee, Mobaideen said that the committee, as is known, is awaiting the outcomes of the committees collectively to consider the amendments.

With regard to the local administration committee, he talked about the continuation of submitting new recommendations for legislation related to local government laws.

He explained that the youth and women empowerment committees, and in many committees, submitted special papers from members of the two committees in other committees with the aim of adopting them, and thus a set of proposals are presented to relevant committees, expecting the sub-committees to finish their discussions after August 15th.

On procedures that the proposed bills and constitutional amendments are going through, Mobaideen said that the subcommittees, after completing their work, will submit their recommendations to the Executive Council, and then the Council will submit them to the General Authority of the Royal Committee to Modernise the Political System for approval.
