Ammon News - AMMONNEWS - The Lower House approved in its morning session on Sunday, chaired by its Speaker Atef Tarawneh, and attended by the Cabinet's members, the Public- Private Sectors' Partnership bill.

Under the amendments, the new Law aims at providing financing for government projects and implementing them in a manner that achieves added value, establishing infrastructure and public facilities, rehabilitating, operating, maintaining, managing or developing them.

The Law also outlines means to benefit from the private sector's technical and technological expertise when executing enterprises.

According to the new Law, the MPs also decided to launch a special account for the Partnership Unit to fund preparing projects, studies and bids, in addition to contracting consultants and experts.

The Partnership Unit, housed at the Prime Ministry, will be responsible for assisting government departments in defining projects, and prioritizing their implementation and submits proposals to the Ministerial Higher Committee in this regard.

The 2020 partnership Law will rescind the Partnership Law No. 31 of 2014 ("PPP Law") and bans any member of the Ministerial Higher Committee, the Technical Committee, or the Partnership Unit from engaging in any partnership project, and also prohibits disclosure of any partnership information in case it is classified as confidential.

The 2020 Law's provisions do not apply to projects, whose tenders were floated prior to it coming into force, but those that haven't yet entered the tendering stage, the Partnership Unit will review the procedures and recommend taking what it deems appropriate.

The Cabinet shall, in accordance with the Law, issue the necessary regulations to organize the projects stages, bidding and implementation procedures.
