Ammon News - Bureau of Legislation and Opinion decided not to issue a new passport to Jordanian man who underwent a male-to-female conversion surgery, except after obtaining a final judicial decision to change his sex from male to female.

The Bureau said in its fatwa addressed to the Ministry of Foreign Affairs and Expatriate Affairs, which Ammon reviewed, that it is not possible to accept this Jordanian citizen’s request to organize a public power of attorney for one of his relatives as long as his passport data proves that 'he is male and his actual status is female'.

Civil status data is a conclusive argument that must be adhered to by all officials and civil authorities, as stipulated by the law, according to the Bereaue.

The Jordanian citizen, who had undergone a male-to-female conversion, submitted to the Kingdom’s embassy in The Hague a request for approval to organize a general agency for one of his relatives in Jordan according to his Jordanian passport, while his current appearance differs from the photo of his Jordanian passport, and he also requests the issuance of a new passport that includes edit name and gender.
