Prime Minister, Bisher Khasawneh issued Circular No. (30) of 2021, based on the provisions of Defense Order No. (24) of 2020.

Following is the full text:

Circular No. (30) of 2021 issued based on the provisions of Defense Order No. (24) of 2020

Based on the provisions of Clauses (First) and (Fifth) of Defense Order No. (24) of 2020, I decide to issue the following circular:

First: Clause (Fifth) of Defense Order No. (9) of 2020 amends (Musaned program (3)) by adding paragraph (7) to it as follows:-

7 - The insured, who is currently participating voluntarily, in social security, regardless of his deductible wage, and have not previously benefited from this program, shall benefit from this program and shall be granted an advance of 8 percent of his total deductible wages, divided into three monthly payments, the value of each of which does not exceed JD400.

Second: Clause (Third) of Defense Order No. (14) of 2020 (Tamkeen Iqtisadi (Economic Empowerment) Program (2)) is amended by adding paragraph (5) to it as follows:

5 - A- Insured persons working in private sector establishments shall benefit from this program, except for: -

1- Workers in the banking, insurance and electricity sectors.

2 - Workers in any establishment or other sector are exempted by a decision of the General Director of the Social Security Corporation.

B- The insured program whose deductible wage at his last establishment does not exceed JD1500, shall benefit from this program.

C- The beneficiary of this paragraph shall be granted upon his request for an advance on the single payment compensation account at the rate of (8) percent out of his total deductible wages, with a maximum of JD350 for the Jordanian insured and JD200 for the non-Jordanian insured, provided that it is paid upon settlement of his rights, provided that the total amounts owed by the insured to the corporation do not exceed (8) percent of his total deductible wages.

D- In the event that the insured was paid in accordance with the (Tamkeen Iqtisadi (Economic Empowerment) Program (2)) issued under Defense Order No. (14) of 2020 and amended pursuant to circular No. (17) of 2020, the difference between the sums due under this paragraph and the sums previously disbursed to him shall be disbursed to him.

Third: Defense Order No. (24) of 2020 is amended by adding clauses (fifth) and (sixth) to it with the following two texts and renumbering clause (fifth) thereof to read (seventh):-

Fifth: Jordanian retirees, the Gaza Strip citizens, and sons of Jordanian women whose pension does not exceed JD700, shall be granted an advance of 120 percent of the net pension, provided that the amount of this advance does not exceed JD200, to be paid over (18) months as of the month following the date of its disbursement without enduring any interest.

Sixth: The Social Security Corporation may allocate a percentage not exceeding 10 percent of the surplus of the general insurance account of 2021 to fund the advances of retirees determined in accordance with the executive instructions issued by its board of directors.

Fourth: 1. The period of benefiting from the Estidama (sustainability) program, specified in clause (Fourth) of the circualr No. (16) of 2020, is extended until the end of December 2021.

2. The government allocates an amount of JD50 million, to support the extension of the benefiting period from the Estidama program referred to in paragraph (1) of this clause, in addition to any other sums received to support this program, and the Social Security Corporation is obligated to bear 50 percent of the amount of those sums.

Fifth: Clause (b) of Paragraph (1) of Clause (First) of Circular No. (17) of 2020 shall be canceled and replaced with the following:-

B - The maximum funding limit is JD500 per month for each worker in the transport sector and JD1000 per month for each worker in the tourism sector.

Sixth: The General Director of the Social Security Corporation shall issue the necessary instructions to implement the provisions of this circular, including the foundations for the stipulation to receive a Coronavirus vaccine to benefit from the provisions of this circular.
