Ammon News - The Lower House on Wednesday approved bills governing the general budget and the budgets of government units.
The bill identifies the stages and the measures of the budgeting process in accordance with the result-based budgeting methodology, which links spending with measurable performance indicators to ensure meeting the set goals.
The bill also includes allocations for emergency expenditure in ministries’ budgets subject to the judgement of the Cabinet after considering the recommendations of the related ministers and director generals, with emergency expenditures restricted for unexpected and emergency situations only.
After publishing the general budget and the budgets of the government units laws in the Official Gazette, the Public Budget Department will release the “Citizen's Guide to the General Budget” on its website, which is an annually released document shared with the public on major provisions of the general budget and the budgets of the government units.
The Ministry of Finance publishes monthly, quarterly and annual reports with information on revenues and expenditures of public institutions, municipalities, public debt, financial performance of public institutions, municipalities, partially or fully-owned state companies and government funds.
The draft law aims to regulate the management of public funds, identify the tasks and roles of official bodies in the budgeting process, and establish the foundations for the preparation, implementation and control of the general budget law of government units.
