The paper synthesizes findings from academic literature and policy documents to propose an integrated framework combining technological investment in public transit with culturally-sensitive behavioral interventions. It argues that sustainable urban mobility in developing-world capitals requires addressing the psychological dimensions of car dependence alongside infrastructural development. The analysis concludes by evaluating Jordan's Economic Modernization Vision against international best practices, identifying critical gaps in governance integration and public engagement that must be addressed to achieve meaningful decarbonization and livability improvements.

What should be a fifteen-minute journey routinely extends to an hour or more, transforming urban mobility into a source of chronic stress, economic loss, and environmental degradation. While traffic congestion plagues cities worldwide, Amman's crisis exhibits distinctive characteristics that resist purely infrastructural solutions.
The city hosts over 70% of Jordan's registered vehicles more than 1.5 million—within a metropolitan area whose road network was never designed for such volumes, with an additional 200,000 vehicles flowing daily from surrounding governorates during peak hours. This numerical pressure confronts a road network of limited capacity and an urban expansion that has outpaced transport infrastructure development, making the private car appear an unavoidable choice for a significant portion of citizens.
Yet the problem transcends simple arithmetic of vehicles per kilometer. As this paper will demonstrate, Amman's traffic crisis is symptomatic of deeper socio-cultural dynamics: the symbolic elevation of private car ownership, status-oriented consumption patterns, and a persistent reluctance to embrace public transportation despite worsening conditions. These behavioral dimensions, often neglected in transport planning literature focused on developed economies, demand urgent scholarly attention.
This article advances three interconnected arguments. First, the environmental and public health costs of car-dependent urban mobility in Amman are severely underestimated, with particulate matter concentrations exceeding WHO safe limits by 250% and transport-related emissions constituting the fastest-growing source of urban pollution. Second, the cultural logic of car ownership in Jordanian society, rooted in what scholars term "car pride" and conspicuous consumption, represents a primary barrier to sustainable transport adoption that infrastructure investment alone cannot overcome. Third, emerging evidence from Amman's BRT implementation suggests that technological solutions can succeed only when integrated with targeted behavioral interventions and equitable urban planning frameworks.

Studies demonstrate that public awareness campaigns, personalized travel planning, and community-based engagement can reduce car usage when combined with service improvements. However, the effectiveness of such measures varies significantly across cultural contexts, emphasizing the need for locally tailored approaches. Research on bridging the gap between academic research and practical implementation in developing cities highlights the importance of strategic dialogue, stakeholder engagement, and building institutional trust to overcome governance and infrastructure challenges. Transit-oriented development (TOD), concentrating residential and commercial development around public transport nodes, has emerged as a promising framework for integrating land-use and transport planning. International experience suggests TOD can reduce car use while generating value-capture mechanisms to fund transit infrastructure. However, implementation requires strong governance and stakeholder coordination.

This spatial configuration reinforces car dependence, as residents in peripheral areas lack viable alternatives to private vehicle use. The built environment's expansion has outpaced transportation infrastructure development, creating a structural mismatch between mobility needs and available capacity. Research on urbanization patterns reveals a statistically significant positive correlation between urban sprawl and population density, with industrial activity and economic growth contributing to increased heat island effects and pollution levels. The loss of green spaces and vegetation cover has exacerbated temperature increases, creating feedback loops that compound environmental stress.
The sheer volume of traffic is staggering. Amman hosts over 70% of Jordan's registered vehicles—more than 1.5 million—and receives an additional 200,000 vehicles daily from surrounding governorates during peak hours. Before the BRT construction, peak hour traffic volume at the Yajouz intersection was 7,192 vehicles per hour. During the construction period, this dropped by 28% to 5,162 vehicles per hour, but after construction, traffic levels increased to 7,461 vehicles per hour—almost 50% more than during construction and slightly higher than before construction.

- Promoting Sharing Culture and Participatory Economy: Incentivizing carpooling applications among employees and students, providing rewards for those who reduce private car use, and fostering a culture of shared mobility.
2- Infrastructure Development: Connecting Neighborhoods to Transport Hubs
Awareness campaigns will fail without genuine improvements in public transport service quality. Priority improvements include:
- Network Expansion and Increased Coverage: Extending public transport to new residential areas, industrial zones, and commercial centers, ensuring connection to main transport corridors.

- Environmental Fees on Polluting Vehicles: Symbolic fees on licenses for older and heavy vehicles, with revenues directed to a national air quality fund supporting green transport projects.
- Subsidy Reform: Redirecting portions of government fuel subsidies toward public transport subsidies, making public transport more economically attractive.
- Decentralization of Work and Services: Distributing economic activities and government services to reduce pressure on the capital, creating service centers in other governorates to reduce daily flow to Amman.

Decisions on air pollution reduction are not purely environmental decisions; they result from complex interconnections with transport policy, urban planning, energy behavior patterns, and investment in infrastructure. This requires a whole-of-government approach that recognizes the multi-sectoral nature of the challenge.
Amman's traffic crisis reflects the convergence of global environmental challenges and local cultural dynamics—a convergence that has transformed a logistical inconvenience into a crisis of refusal to change. It is a crisis that consumes time, health, the environment, and the economy. Yet hope remains, as awareness of this crisis is no longer limited to experts but has become a daily concern for ordinary citizens and decision-makers alike. The solution will not be found in building a bridge here or expanding a street there, but in a genuine revolution in how we think and move—a revolution that makes public transport a preferred and attractive choice, environmental sustainability a source of social pride, and wise leadership a model to emulate. The greatest challenge lies in translating the numbers and plans on paper into tangible reality, engaging the citizen as a fundamental partner in this process, and convincing them with full conviction that change begins with them. The future we envision for our cities and future generations is not just wider roads, but cleaner air, better lives, and genuine sustainability.
