ICRC says threats against civilian infrastructure must not become new norm

07-04-2026 02:14 PM

Ammon News - The International Committee of the Red Cross (ICRC) said Tuesday that "deliberate threats, whether in rhetoric or in action, against essential civilian infrastructure and nuclear facilities must not become the new norm in warfare."

According to a statement, the ICRC underlined that any war fought without limits is incompatible with the law, describing such warfare as "indefensible, inhumane and devastating for entire populations."

It added that its teams across the Middle East are witnessing the destruction of infrastructure essential for civilian life, including power plants, water systems, hospitals, roads, bridges, homes, schools, and universities that have come under fire. The most alarming concern, it noted, is the potential threat to nuclear facilities, warning that any miscalculation can cause irreversible consequences for generations to come.

The committee urgently called on parties to spare civilians and civilian objects in all military operations, stressing that this is an obligation under international humanitarian law.

The ICRC underscored that states "must respect and ensure respect for the rules of war in both what they say and what they do," warning that "the world cannot succumb to a political culture that prioritizes death over life."
