Jordan Trade clarifies no right to set ceiling for e-purchases

Ammon News - The Jordan Chamber of Commerce confirmed that it is fully aware that e-commerce has become one of the important and essential means that has imposed itself in the global economy, stressing its keenness to urge the commercial sector to develop sales and marketing methods to keep pace with the rapid development of this sector globally.

According to a statement issued by the Chamber today, Saturday, it called for not allowing some to exploit this technology to harm the consumer and the treasury and cause the closure of national facilities and the loss of thousands of jobs due to the lack of control over the quality of products, which exposes consumers to risks related to the safety of goods sold online, in addition to not guaranteeing the consumer's right after the sale.

The statement indicated that what is being circulated about the statements of a member of the Chamber's Board of Directors regarding setting a financial ceiling for purchases via postal parcels was taken out of context, and the Chamber clarified that what was circulated is inaccurate, and that the Chamber does not have the authority to issue decisions in this regard, stressing its right to confront smuggling and electronic smuggling operations practiced by some, taking advantage of government exemptions.

The statement explained that what is meant by setting a ceiling for each citizen or family, regardless of the amount, does not mean preventing them from purchasing more than this amount, and that the citizen has the right to buy from any source and for the amount he wants, but what is meant is to study setting a ceiling for purchases exempt from the sales tax of 16% and from many fees paid by the merchant so that the citizen and the family obtain these exemptions when purchasing for a specific amount and after this amount additional fees are collected and not preventing him from purchasing for more than this amount.

The statement stressed that the most harmful scourge to the economy is customs smuggling and tax evasion, and that the chamber is certain that every person who is jealous of the interest of the country cannot accept what has been happening for years until now, with some foreign companies flooding the local market through millions of postal parcels with goods exempt from sales tax and the majority of fees paid by the merchant and these parcels are not subject to inspection in the same way that importers are treated.

The statement referred to the phenomenon of tax evasion through evading the payment of customs duties and taxes, which negatively affects the public treasury, and tax evasion exacerbates economic challenges and creates unfair competition between national companies that adhere to legal controls, and foreign companies that do not pay the same fees or follow the same laws.

The Chamber also explained that there are companies operating without registration certificates or professional licenses, and do not pay rents or register employees in social security, which contributes to undermining the local economy and increases the difficulty of the situation for local companies that adhere to all laws.

The Chamber stressed that it does not accept granting tax exemptions and benefits to foreign companies in e-commerce that are not granted to citizens, stressing the need to find fair regulatory solutions to ensure fair competition, preserve the interests of local merchants, and protect the national economy.

The Chamber indicated that the number of postal parcels exceeds 15,000 postal parcels daily, stressing that the main demand of the Jordan Chamber of Commerce was and still is to achieve equality between foreign companies and Jordanian merchants in terms of the percentage of sales tax, income, customs duties, and other fees.

She stressed that what is currently being circulated is still under study by specialized government committees, and the aim is to regulate trade through postal parcels, not to limit them or prevent citizens from purchasing through them at a certain amount, as this is their most basic right. However, many countries in the world have resorted to setting limits on the exemption granted to postal parcels to protect their local economy with all its components.
