Man sues Public Security Department

Ammon News - AMMAN - A Jordanian man has filed a lawsuit against the Public Security Department (PSD) over what he alleged were "careless procedures", his lawyer said on Wednesday.

Khalid Abu Rumman, 41, filed the case against the PSD at the Northern Amman Court of First Instance after a man identified as A.A. defrauded him out of JD757,000 and managed to flee the country although there was a court order banning him from leaving.

“A court order was issued against A.A. after he was convicted of defrauding my brother. The order banned him from leaving the country and instructed security agencies to arrest him and bring him to trial," Abu Rumman's to lawyer, who is his brother Amer, told The Jordan Times.

"I took the court order and handed it over to the PSD's Judicial Enforcement Department at 2:30pm on November 8, 2007. The employee there told me that all border points were notified. Four hours later, the man left the country for Egypt via the airport," the lawyer said.

He added that they are seeking JD757,000 in compensation from the PSD in addition to court fees and other mental and financial damages that his client endured as a result.

"This amount belongs to my brother and other people and we need to retrieve it to give it back to its owner and to bring A.A. to justice," he said.

The lawyer said A.A., who knew his brother because they both worked in Qatar, convinced Khalid to give him an amount of money for investment to gain easy profit and wrote him cheques as a guarantee.

Khalid gave A.A. JD757,000, which belonged in part to him and in part to other people, but after a while discovered that they all were victims of fraud.

"My brother and A.A. returned to Jordan and he refused to give him back his money, so we filed a lawsuit against him and won it," Amer Abu Rumman explained.

PSD Spokesperson Major Mohammad Khatib declined to comment on the case.

"I need to look at the case before commenting about the PSD's procedures and the case's circumstances," the police official told The Jordan Times.

Abu Rumman said the court will summon the two parties within the next few weeks to try to convince them to reach a settlement out of court.

If this does not work, then the court will start hearing the case within a month's time, he added.
