NI-CO concludes workshop on governance at MoSD

Ammon News - Northern Ireland Co-operation Overseas (NI-CO) Monday concluded a two-day specialized workshop on governance for HQ and field directors of the Ministry of Social Development (MoSD).

Minister of Social Development Ayman Mufleh, who paid a surprise visit to the workshop, thanked NI-CO for organizing the event and delivering the training and commended the directors for their participation and commitment to the values and ethics of the Ministry.

"I am here to thank my team and I am delighted that the participants in the workshop are all directors. Thank you and please convey my regards to your teams," Mufleh added.

He told MoSD staff that they are the reason for the Ministry’s success, adding, "you are the driving force behind the MoSD’s efforts and we work for the people and are keen to help and support beneficiaries with the support of our partners."

MoSD HR Director Mohammad Sleihat, who gave the opening remarks for the workshop, said it is important for institutions to have a strong and good governance framework that would be in line with international human rights.

NI-CO Resident Expert on Governance and KPIs Dr Michael Murray emphasized the work of NI-CO in support of the National Social Protection Strategy. He noted the three pillars that NI-CO is implementing in partnership with the MoSD.

Michael briefed the directors about the work of NI-CO regarding De-Institutionalisation (De-I), Professionalization of Social Work and Governance. He kept the participants abreast of the progress in each area. He also highlighted NI-CO’s work with universities.

"We have started work on core curricula that would contribute to a better workforce and qualified social workers. We are also working on a centre of excellence for social workers whereby social workers can see for themselves best international practices," said Michael.

International Expert on Governance Neil Guckian said the issues facing institutions are common and global, noting that the work of social development ministries is complex and hard, which necessitates more work on governance.

For her part, International Expert with NI-CO Gillian Morton delivered a presentation about the key principles of governance and governance report: goals and strategy, purposes, leadership, autonomy and roles and responsibilities.

Gillian added that an institution should have an agreed-on vision, such as "providing a stable and secure society that is family-oriented and would achieve social justice," explaining that in order to realise this, an institution must gain the support of its staff by making its message and vision clear to everyone.

International Expert with NI-CO, Declan McAlister highlighted that a better governance framework is key to better services and a work environment.

He said that a governance report would keep a minister informed on the most prominent issues and successes on the ground, which would guide decision-makers on how to carry work forward.

Declan said it is crucial for MoSD staff to know their responsibilities and understand that their work reflects and informs the purpose and goals of the Ministry and its overall strategy.

He added that the relationship between a team leader and an employee must be based on compassion to promote the idea amongst staff that they are valued and respected.

The governance workshop, a continuation of a series of specialized sessions for MoSD directors, was facilitated and supported by the Northern Ireland Co-operation Overseas (NI-CO) and is part of the "EU Support to Social Protection Programme in Jordan."
