Ynet also said : 'Initially, especially in the Military Intelligence, the Shin Bet, and the Air Force, there was optimism regarding the results of Operation 'Fire Summit.' This was because it seemed that the operation was carried out only after the meeting had begun, and that there was a very high degree of certainty, at least for most of the senior Hamas officials , that they had entered the building. In addition, it seemed that the bombs had hit the structure as planned and caused it very heavy damage.'
