AMMONNEWS - Prime Minister, Omar Razzaz, has on Wednesday issued Defense Order No. 7, which regulates school and university education, distance vocational training, and the mechanisms for evaluating students.
Following is the translation of Defense Order No. (7) for the year 2020, issued in accordance with the provisions of the Defense Law No. (13) of 1992.
Amid the current exceptional circumstances, and in order to curb the Covid-19 spread, to ensure the continuation of the educational process, to enable the sector to rely on non-traditional methods of education, through modern electronic means, and as of the date of the Cabinet’s decision and the Prime Minister's communique to announce holiday for the ministries, official departments and public institutions and bodies, including educational institutions, the Prime Minister hereby decides to issue the following defense order aimed to resuming the educational as usual:
First: With regard to educational institutions operating in the Kingdom in accordance with the provisions of the Education Law:
Unconventional methods of education are accredited, as well as the various forms of evaluation of student achievement, carried out by electronic means, or distance education as accepted methods, adopted in all governmental and private educational institutions, are only approved within the Kingdom, in accordance with the provisions of the Education Law.
Non-traditional education, or distance education, is a regular and accepted actual study of all the goals stipulated in the legislation related to educational institutions in accordance with the provisions of the Education Law, including the period set for the current school year 2019/2020.
Minister of Education is charged with taking the necessary measures to implement the provisions of this defense order on public and private educational institutions, in accordance with the provisions of the Education Law.
The Prime Minister also issued Defense Order No. 8 pertaining to measures to be taken to protect public health and limit the spread of Coronavirus (COVID-19) infection. The following is the text of the order:
Defense Order No. (8) of 2020 issued pursuant to Defense Law No. (13) of 1992.
As part of ongoing national efforts to maintain the safety of society, its members and components, and spare them any risks; contain and address the dangers that may result from transmission of the COVID-19 disease; stiffen penalties against those who care less about themselves or their families of the society by causing more infections, either intentionally, or due to the lack of precaution, I hereby decide to issue the following defense order:
First: The provisions of this order shall apply to all Jordanians, foreigners and those currently present in the Hashemite Kingdom of Jordan. Accordingly, they shall abide by the following:
Report immediately on their infection and / or the infection of others and / or when coming in contact with and / or others coming in contact with an infected person with 'Coronavirus', to competent authorities and not conceal the matter from them.
Immediately heed to decisions, and / or measures and / or procedures issued and taken by competent authorities aimed at preventing the outbreak of the infection, including quarantine measures, or home-isolation, or in places designated by the competent authorities.
Abide by the instructions of the epidemiological inspection committees and / or orders and / or regulations issued by them and not obstruct or impede their implementation.
Adhere to the pledge the suspect patient or the contact of an infected person has signed, which entails commitment to self-quarantine 'home quarantine' and not to come in contact with other persons throughout the period specified by competent authorities.
The person infected with the 'Coronavirus' and / or suspected to be infected and / or who came in contact with an infected person shall commit to taking preventive and therapeutic measure imposed on them, or that is required from them to prevent the transmission of infection to others or the spread of the pandemic.
Not to expose anyone to infection or take any action that would transmit the infection to others.
Second: It is not permissible for every natural or legal person to do the following:
Violate the privacy of those infected, or the contacts of patients or those suspected of being infected with the virus. This shall include the subjects’ private life, such as their names, photos, workplaces or residences, by publishing or re-publishing them via social media and other means of communication, except for those authorized to do so.
Publish, re-publish or circulate any news about the pandemic that would intimidate people or sow fear among them via media outlets or social media.
Third: Every hospital, health center, medical laboratory, or its management, or any of its employees must immediately inform competent authorities of any case proven to be infected with the virus or suspected of being infected.
Fourth: 1. Anyone who violates any of the obligations or measures imposed under this defense order shall be imprisoned for up to three years or fined with JD3,000 or with both penalties.
The imposition of any penalty under this defense order does not preclude the application of any stiffer penalty stipulated in any other legislation.
Fifth: The provisions of Paragraph (B) of Article (22), and Article (3) of Paragraph (B) of Article (62) and Article (66) of the Public Health Law No. (47) of 2008 shall be suspended by the period necessary to implement this defense order.
