EU pledges €1.6 billion support for Jordan's National Water Carrier Project
The European Union has announced that the Aqaba-Amman Water Desalination and Conveyance Project (National Water Carrier) will receive support worth up to €1.6 billion from the European Union, the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), and EU member states.
In its summary of the EU-Jordan Comprehensive Strategic Partnership, the EU said the project forms part of initiatives aimed at strengthening Jordan's economic resilience, accelerating the green transition, supporting economic growth, and creating jobs.
The National Water Carrier project includes a desalination plant in Aqaba with an annual capacity of 300 million cubic meters, a 438-kilometer water transmission system to pump desalinated water from Aqaba to Amman and other governorates, and a renewable energy system featuring a 281-megawatt solar power plant.
The EU said it is supporting Jordan's economic future through the water desalination and conveyance project, the establishment of a new digital hub, and support for entrepreneurs, startups, and small businesses, with a particular focus on women and youth.
The partnership priorities include political relations and regional cooperation, economic resilience and trade, human capital, migration and refugees, as well as security and defense.
The EU's financial package for Jordan between 2025 and 2027 amounts to approximately €3 billion, including €640 million in grants, €1.4 billion in investments, and €1 billion in concessional loans.
The EU also highlighted a €12 million EBRD loan for the development of the Aqaba Digital Hub to strengthen Jordan's position as a regional digital center.
Other initiatives include the E4DE Sustainable Economic Development through Entrepreneurship Program, a Team Europe initiative worth €12 million funded by the EU and Germany, alongside support for women-led enterprises and guarantees for green small and medium-sized enterprises.
Since 2019, the EU has invested more than €202 million in education and vocational training to strengthen Jordan's human capital through inclusive education, vocational training, democratic participation, and social protection.
Support includes €30 million for human capital development, €20 million for the ST4LR education program, €26 million for digitizing social services and disability care services, €10 million for the STEP scholarship and vocational training program, and €6.4 million to enhance youth participation in democratic life.
For refugee support, the EU has allocated €240 million over three years to assist Syrian refugees and host communities, in addition to €80 million for refugee protection through cash assistance, social services, skills development, and durable solutions.
The package also includes €24.8 million for solid waste management in the Zaatari refugee camp and continued support for the EDU-SYRIA scholarship program, which has provided more than €37.6 million in scholarships since 2015, with an additional €9 million currently being implemented.
In the fields of security and border management, the EU is providing €25 million to strengthen integrated border management, combat cross-border crime, and address cyber threats, as well as €10 million through the SECFRON III program to enhance Jordan's capabilities along its northern and eastern borders.
