In the same context, the government is expanding the establishment of Comprehensive Government Service Centers, planning to reach 15 centers across all governorates to provide hundreds of services from multiple institutions under one roof.
However, this parallel progression between digital acceleration and physical expansion raises a fundamental question about the nature and quality of the transformation achieved: Has the government succeeded in delivering a comprehensive, structural digital transformation? Or has it merely settled for digitizing traditional bureaucracy by transferring paper forms onto electronic screens without altering the underlying administrative engineering or the chain of human approvals?
Submitting an application through an online platform does not automatically make a service genuinely digital. Requiring service recipients to fill out forms manually, print them, and re-upload them in digital format simply shifts bureaucracy from paper to electronic mediums. Structural digital transformation is measured by a system's capacity to eliminate routine human intervention, enable automated inter-agency data exchange, and redesign services around the user experience.
In superficial automation, citizens act as manual data conduits between government entities by uploading attachments issued by other official bodies. Consequently, public employees continue to perform traditional auditing roles and sequential sign-offs, perpetuating time waste and operational costs. Conversely, structural digital transformation relies on business process re-engineering and the enforcement of the "Once-Only Principle." Under this framework, agencies are strictly barred from requesting any document or information already available within government databases. Processing occurs automatically and instantaneously without human involvement, reserving manual oversight exclusively for exceptions and legal complexities.
Real estate transfer procedures at the Department of Lands clearly illustrate the gap between theoretical digitizing and effective digitalization. Property sales currently require parties to submit an online application to obtain a reference number. Yet, the operational sequence halts at this digital stage; individuals must still schedule an appointment at the land directorate, deposit funds into escrow, and appear in person before the competent officer for identity verification and wet-ink contract signing.
Alternatively, this service could be fully and securely executed digitally without field visits. The digital cycle would begin via the Sanad application, using facial recognition and biometric authentication to confirm identity and legal capacity. Automated system-to-system integration would instantly pull zoning site plans, tax clearances, and property encumbrances from relevant authorities. Financial obligations would settle through secure electronic escrow accounts, followed by digital signatures. Scanning a QR code would update the land registry and issue a digital title deed immediately.
A balanced analysis of Jordan's digital transformation model reveals two diverging trajectories:
First, the opening of Comprehensive Government Service Centers plays a major role in bringing services closer to citizens and reducing travel burdens between scattered departments. These centers promote digital inclusion by providing direct technical assistance to groups unable to navigate smart applications, thereby bridging the digital divide.
Nevertheless, these centers inherently transfer government bureaucracy from traditional offices to consolidated service hubs. In many instances, comprehensive service officers manually re-enter data that should flow automatically between institutions. Furthermore, the apparent success of these physical facilities risks dampening the civic and institutional momentum needed to enforce process re-engineering and strip administrative workflows of bureaucratic bottlenecks. Additionally, the financial burden of expanding physical infrastructure, operations, and logistics diverts budget resources that could otherwise fund backend software automation and cybersecurity enhancements.
Integrating Artificial Intelligence (AI) algorithms and Big Data analytics into government systems offers a clear path to ending routine bureaucracy. Intelligent systems can instantly analyze submitted data against statutory and regulatory requirements in national databases. Machine learning enables automated risk assessment scoring, allowing low-risk transactions—such as license renewals or site plan issuances—to proceed smoothly through automated approvals. Algorithms would route only complex requests or legal irregularities to specialized officers, elevating civil servants from routine auditors to legal analysts for exceptional cases.
Jordan stands at a strategic juncture in its digital evolution. It must make a decisive transition from digitizing bureaucracy to achieving comprehensive, structural digitalization. Measuring progress solely by the number of published online forms or physical service centers opened is no longer sufficient to meet accelerating economic and social demands. Genuine digital transformation demands automated national data exchange and the deployment of artificial intelligence to handle routine governance.
