The Ministry of Government Communication has published the key features of the 2026 Local Administration Law draft, which the Lower House approved by majority vote for referral to the Parliamentary Administrative Committee for discussion.

The draft law aims to strengthen local governance, improve service quality, expand community participation, and empower municipalities to play a developmental and investment role that contributes to stimulating local economies across the governorates.

It also defines the roles and responsibilities of municipal councils and executive bodies, preventing overlaps in authority while enhancing accountability and oversight. The draft maintains the direct and secret election of municipal council mayors and members.

The proposed legislation supports development and investment planning by ensuring representation of elected bodies and less-developed areas, while guaranteeing representation from different geographic regions to achieve a fairer distribution of development projects and opportunities.

In addition, the draft promotes automation and digital transformation, requiring executive administrations to submit periodic reports on financial and administrative performance and projects, and to publish them through official platforms to enhance transparency and public trust.
