Ammon News - The Ministry of Labor has signed a memorandum of understanding with the Jordan Chamber of Commerce (JCC) allowing member companies to recruit a limited number of non-Jordanian workers to address labour shortages in select commercial sectors, while maintaining commitments to employing Jordanians.

Under the agreement, small and medium-sized enterprises affiliated with the chambers of commerce may hire foreign workers already residing in the Kingdom, excluding those employed in the garment industry, holders of freelance or specialised skill permits, and workers recruited after January 1. Employers must regularize the status of such employees by December 31.

Labor Minister Khaled Al-Bakkar said the measure seeks to strike a balance between the private sector’s need for skilled labor and the government’s goal of expanding employment opportunities for Jordanians. "We are committed to sustaining business operations across sectors while ensuring that Jordanians remain at the centre of the labor market," he said.

Khalil Al-Haj Tawfiq, President of the Jordan and Amman Chambers of Commerce, welcomed the move, describing it as a practical response to the challenges faced by retailers and small businesses struggling to find qualified staff. "The commercial sector gives priority to Jordanian workers, but the shortage in some trades has disrupted operations. This step will help restore balance," he said.

Al-Bakkar also encouraged the chambers to help connect young Jordanians with funding mechanisms that could support entrepreneurship and self-employment, in line with the government’s Economic Modernisation Vision.

The agreement was signed in the presence of senior ministry officials and heads of regional chambers of commerce.
